Role Overview
This role is offered as a Short term contract/internal secondment opportunity until mid January 2014
The Administrative Officer provides comprehensive, high quality administrative and secretarial support to the Director of the Procurement (PD) and to members of the department. PD has the fiduciary responsibility to ensure that procurement of goods, works and consultancy services financed by the Bank are undertaken in compliance with the Bank’s Procurement Policies and Rules (PPRs). PD is responsible for developing and updating procurement policies, rules and methods, training staff and clients, and creating and maintaining an appropriate procurement quality assurance system.  The Director of PD is the Bank’s focal point to receive procurement-related concerns and complaints.


Essential Skills, Experience and Qualifications
  •     At least six years administrative experience, including at least two years of experience in the Bank, and an excellent performance record.
  •     Attention to detail and high degree of accuracy is essential.
  •     Excellent knowledge of the Bank’s policies and procedures, in particular good knowledge of the Procurement Department.
  •     Fluent English, both written and spoken.  Russian or French would be an advantage.
  •     Excellent level of numeracy and accuracy.
  •     Computer literate above average: Windows 2000; Microsoft Outlook; Word; Excel; PowerPoint.
  •     Excellent working knowledge of SAP.
  •     Knowledge of Documentum (would be an advantage).
  •     Ability to work independently, prioritising own work within an environment of continually changing priorities.
  •     Excellent skills in organising, scheduling, planning and co-ordinating work with a high degree of initiative and judgement, reliability, resourcefulness and flexibility to perform a variety of tasks and set priorities.
  •     Demonstrated ability to function under time pressure and to handle multiple tasks in a fast paced environment.
  •     Expected to work on own initiative on day to day basis, referring unfamiliar situations to Director.
  •     Accuracy and attention to detail essential.
  •     Excellent interpersonal and communication skills, including pleasant and efficient telephone manner.
